Purpose Leads the Global HR Technologies Applications and Development team. The Lead is the principal application owner of all internally developed applications, responsible for development of new features and new applications, for operational continuity, and for currency and modernization. They lead a team in ensuring business strategies, plans and initiatives are executed/delivered in compliance with governing regulations, internal policies and procedures. Accountabilities Lead a development team of Java, .NET and Pega developers and drive a customer‑focused culture throughout their team to deepen client relationships and leverage broader Bank relationships, systems and knowledge. Invest in their team's technical and management skills to help them grow and develop as both engineers and leaders. Organize their team in the most effective way possible. Ensure that roles are maintained to reflect required skill sets. Arrange schedules to meet support requirements while minimizing negative impact on the team. Run and Build: Owner of the application suite. Responsible for ensuring that software is delivered in a way that meets business expectations while adhering to budgets, schedules and development standards. Own, maintain, support and enhance existing applications, including regular code reviews for release activities, production issue analysis and root‑cause analysis for production outages and implementation issues. Takes guidance from and works with assigned solutions and platform architects to design solutions that meet requirements and minimize technical debt. Partner: Acts as primary contact for Global HR as relates to the applications in their scope. Works with the business to create end‑to‑end solutions ensuring designs are modern, resilient and cost‑effective. Assist in review and evaluation of business initiatives, product and projects and formulate insightful guidance and input to business leaders. Provide estimates of effort to achieve desired outcomes. Partner with Project Managers to ensure delivery of initiatives in adherence to EDF and to achieve target outcomes. General Understand how the Bank’s risk appetite and risk culture should be considered in day‑to‑day activities and decisions. Reporting Relationships Primary Manager: Director, Architecture & Engineering, Global HR Technology. Receives indirect direction from the Sr. Solutions Architect. Direct Reports Sr. Manager, Development (API and Apps) Manager, SW Specialist, AskHR Manager, SW lead, applications Technical Specialist, Reporting Manager, Pega Development Education / Experience Bachelor’s degree in Computer Science, Engineering or related discipline. 6 to 10 years of Development and Team Leadership work. 2+ years experience in delivery of large‑scale programs and global products. Specialized knowledge of PEGA systems (BPN) would be an asset. Technical skills include expert Java and .NET. Power Apps and PowerBI expertise is valuable. Strong and proven analytical skills. Ability to work in a dynamic environment where processes and procedures are consistently refined. Strong capability to work with senior business leaders. Strong verbal, written and communication skills, in English and Spanish. Strong attention to detail and organizational skills. Strong people management skills and experience. Working Conditions Work in a standard office‑based environment; non‑standard hours are a common occurrence. Location Colombia: Bogota.
