Project Description Meeting Targets and Maintaining Epidemic Control (EpiC) is an eight‑year (2019–2027) global health initiative funded by President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Government (USG). In FY26, EpiC’s scope in Colombia has expanded to include Maternal, Newborn & Child Health (MNCH). Job Summary Under the supervision of the MNCH Technical Advisor, the Senior Maternal, Newborn, and Child Health (MNCH) Officer will be based in one of five prioritized geographies within Colombia and will provide technical support to staff and partners in project design, implementation, and quality assurance. Accountabilities Represent the project before territorial health entities and healthcare service providers to ensure proper implementation within the territories, while maintaining a close relationship with local health authorities. Collaborate with the project team to design, implement, and supervise project activities across various localities, ensuring that these actions align with the project’s objectives. Assist in the oversight of activities carried out by partners within the territory, ensuring efficient and effective interventions. Foster collaboration and synergies among various entities within the health sector by integrating partner activities into territorial health processes. Collect relevant data from various stakeholders to support the Monitoring, Evaluation, and Learning (MEL) process and communications efforts, ensuring accurate and up‑to‑date information. Actively participate in territorial health roundtables, contributing to dialogue and decision‑making on issues relevant to maternal and child health within the area. Support the project’s Communications team in developing case studies and success stories regarding activities in the territory. Report regularly to the Technical Director regarding progress, strengths, and challenges, and provide analysis and recommendations for process improvement. Applied Knowledge & Skills In‑depth knowledge of concepts, practices, and procedures providing technical support for research studies. Development of scope of work and deliverables for partners, consultants, etc. Broader knowledge of quality standards. Proficiency with database management software and online search tools. Sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas. Articulate, professional, and able to communicate in a clear, positive manner with clients and staff. Excellent organizational and analytical skills. Excellent and demonstrated project management skills. Ability to influence and collaborate with others. Proficiency with Microsoft Office Suite. Ability to analyze and interpret data, identify errors, and prepare reports. Ability to solve problems and implement corrective action as needed. Education Master’s Degree or its International Equivalent in Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology and Youth or a related field. Project Management (PM) Certification preferred. Experience Typically requires 6+ years of relevant experience managing data collection and providing technical assistance. Prior work experience in a non‑governmental organization (NGO), government agency, or private organization. International or domestic (US) program development or program management experience preferred. Typical Physical Demands Typical office environment. Ability to spend long hours looking at the computer screen and doing repetitive work on a keyboard. Ability to sit and stand for extended periods of time. Ability to lift/move up to 5 lbs. Technology to be Used Personal computer/laptop, Microsoft applications (Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment. Travel Requirements 10% – 25%. Salary The expected hiring salary range for this role is COP 130,000,000 – 170,000,000 annually for basic salary.
