GENERAL DESCRIPTION: The Manager is responsible for overseeing local operational, administrative and compliance activities related to the offshore operations of Popular in Colombia and Costa Rica, ensuring successful cost-effective, high quality resource capabilities. The role ensures that local entities operate in full compliance with legal, regulatory, and internal requirements, and that third‑party services supporting offshore teams are delivered efficiently and cost‑effectively. The position serves as the primary local point of accountability for administrative, legal, and operational matters, while functional management and workforce strategy remain centralized. ESSENTIAL DUTIES AND RESPONSIBILITIES: (Other duties may be assigned) Operational Strategy & Workforce Enablement (applies to Colombia and/or Costa Rica) Support approved operational offshoring initiatives in partnership with the business units (outsourcing/insourcing); does not independently define expansion or sourcing strategy. Serve as primary point of contact and collaboration between the different business units that have internal and external colleagues working for Popular. Administrative/Facilities Responsibilities (applies to Colombia) Oversee day‑to‑day operations ensuring efficient workflows so that current and future administrative needs are met efficiently and reliably. In partnership with local lawyers and financial advisors, escalate any regulatory, legal or financial risks to appropriate corporate stakeholders. Review and approve invoices, vendor payments, and service contracts within approved thresholds as well as out‑of‑cycle payments to suppliers due to events or meetings. Ensure compliance with policies and strategies approved by corporate functions. Governance and Compliance: Legal Responsibilities (applies to Colombia and Costa Rica) Act as the designated local administrative representative for the subsidiaries. Serve as intermediary between local lawyers, Popular’s SME and/or regulators, auditors, and government agencies. Oversee audits, as requested. Accounting, Tax & Financial Responsibilities (applies to Colombia and Costa Rica) When requested, act as representative for the organization with local bank account managers. Oversee Forecast and Budget for the region in partnership with Financial Planning team and respective units with offshore resources. Review analysis of cash flow and provide input for decisions on Treasury Management (ensure there is enough liquidity to pay management fees and all other payments). Responsible for Review of Monthly Invoice with Mark-up for PGS Colombia & PGS Costa Rica (review and approval). Third Party Management (applies to Colombia and Costa Rica) Act as point of contact, building and maintaining relationship with service providers in the region (RSM, Evertec Colombia, PYT Servicios Contables, Local Lawyers, Cellphone Company, WeWork Account Managers, Hotels for corporate meetings, etc.) Support contract creation, negotiation with existing and new providers. Review and approve invoices related to third parties. Qualifications & Experience Bachelor’s degree in Business Administration, Law, Finance, or related field. 7+ years of experience in operations, compliance, legal administration, or country management/lead roles. Knowledge of Colombian and/or Costa Rican labor and corporate regulations. Experience working in regulated industries is a plus (financial services, fintech, banking, insurance preferred). Proven ability to work cross‑functionally in complex, matrixed organizations. Comfort operating independently in remote or low‑infrastructure environments. Skills & Competencies Strong organizational and administrative skills. High attention to detail and risk awareness. Excellent communication and stakeholder‑management skills. Ability to navigate ambiguity and resolve issues pragmatically. Fluency in Spanish; working proficiency in English required. #J-18808-Ljbffr
